Each vessel certificated to operate on an oceans route in cold water must be provided with inflatable buoyant apparatus of at least 100% of the total persons permitted on board. Vessel has total inflatable life raft capacity of 10 persons. Maximum persons onboard reduced from 17 to 10 until liferaft capacity is increased. **Vessel may temporarily operate with a maximum total of 14 persons onboard during warm water (water temp above 59 degrees Fahrenheit). Operator must confirm and log that the water temperature is above 59 degrees Fahrenheit**
