Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Vessel reported an ingress of water within the bow void. Vessel authorized one time discharge and transit to a repair facility. Vessel shall enact permanent repairs to the satisfaction of the Coast Guard. 46 CFR 32.60-1(a)

When major alterations or major repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspections, and shall be in accordance with the regulations in effect for new construction insofar as possible. When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the OCMI and shall be in accordance with teh regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible. Vessel involved in a collision suffering an inset aprox 10" x 16" x 42" on stbd rolled corner at headlog, and tearing a 2" x 30" long hole intersecting main deck. Vessel is required to make permanent repairs to the satisfaction of the attending USCG marine inspector prior to cargo operations. 701 C
