Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. In lieu of a rescue boat the vessel may use a rescue platform in accordance with local OCMI policy. When deployed, the platform must be out of the water. Adjust platform so that it rests out of water when deployed. 46 CFR 185.700(a)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions do not align with the vessel type or the actions taken by the crew. Instructions to be updated to align with the vessel type and the actions taken by the crew. 46 CFR 185.510(a)

A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection. Vessel was due for renewal COI inspection on 16FEB22 and has yet to receive a renewal COI inspection. Vessel shall not operate with passengers until new COI has been issued. - 46 CFR 176.100

To maintain a valid Certificate of Inspection, you must complete your annual inspection within the periods specified in 176.500(b)(1) and your Certificate of Inspection must be endorsed. Vessel's annual was due no later 16MAY21. Vessel is still awaiting new mast and is unable to complete inspection.

The design, materials, and construction of mast, post, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for the intended service. The hull structure must be adequately reinforced to ensure sufficient strength and resistance to plate buckling. The cognizant OCMI may require the owner to submit detailed calculations on the strength of the mast, post, yards, booms, bowsprits, and standing rigging to the Marine Safety Center for evaluation. Vessel plans to replace all Mast, booms, and standing/running rigging. Prior to replacing, submit drawings and calculations to the Marine Safety Center per MSC plan review guide H1-15. 46 CFR 177.330

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination. Make vessel available for examination of damage. 46CFR176.600(d)

The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for the intended service. Make mast suitable for the intended service. 46CFR177.330

46 CFR 180.64 Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessel has EPIRB mounted under bimini top. Move EPIRB and mount to a float free location.

46 CFR 181.450 An independent modular smoke detecting unit must: Meet UL 217 (incorporated by reference, see 46 CFR 175.600) and be listed as a “Single Station Smoke detector—Also suitable for use in Recreational Vehicles,” Smoke detector located in aft compartment does not meet requirements as a "Single Station Smoke detector-Also suitable for use in recreational vehicle." Replace with approved smoke detector.

Shutoff valves, installed so as to close against the fuel flow, shall be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank shall be operable from outside the tank compartment, preferably from an accessible position on the weather deck. MI observed emergency fuel shut off valve for main diesel engine inoperable. Repair / replace and prove proper operation of valve. IAW: 46 CFR 182.20-40 (b)(3)

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. MI observed portable fire extinguisher in way of head missing manufacturer's mounting bracket and sign. Install bracket and sign. IAW: 46 CFR 181.520

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Emergency broadcast placard was posted with inaccurate call sign. Post broadcast placard with correct call sign in accordance with FCC Station License. IAW: 46 CFR 184.506

All cable and wire must be installed with metal supports spaced not more than 610 millimeters (24 inches) apart, and in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to bundling or retention of multiple cable installations, and not used as a means of support. IAW: 46 CFR 183.340 (b) (4) MI observed the use of plastic tie wraps supporting cable runs in engine compartment. Install metal supports for cable runs and limit use of plastic tie wraps to bundling. IAW:

Replace engine room sea valve at starboard aft hull. 46 CFR 171.119(b)

Replace cracked headstay anchor bracket in kin to the satisfaction of marine inspector. 46 CFR 176.25-5

First Aid kit items expired.
