PSCO observed the engine room foam applicator painted thereby reducing the ability to distribute fire fighting foam.

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO observed excessive amounts of oil in the engine room. Additionaly, PSCO observed multiple oil laden rags tied to pipes.

Where davit arms are recovered by power, safety devices shall be fitted which will automatically cut off the power before the davit arms reach the stops in order to avoid over-stressing the falls or davits. PSCO observed an nonoperational limit switch on the port side lifeboat davit. The limit switch appeared to be heavily corroded and would not fully open.

Except were otherwise stated, the normal equipment of every lifeboat shall consist of: a food ration totaling not less than 10,000 kj for each person the lifeboat is permitted to accommodate; these rations shall be kept in airtight packagaing and be stowed in a watertight container. The lifeboats have a capacity of 26 passengers each and only fitted with 10 food rations each. Master has requisitioned additional food rations.
