Primary consideration shall be given to the provision of a seaworthy hull. Vessel operator reported taking on significant amount of water through Engine Exhaust connections and partially sunk. Provide salvage plan and repair proposal satisfactory to attending Marine Inspector prior to vessel movement. 46 CFR 177.01-5 (OLD T)
