46 CFR 178.310 Intact stability requirements—general. (a) Except as provided in paragraph (c) of this section, each vessel must, in each condition of loading and operation, comply with the applicable requirements of— (1) Part 170 of this chapter, except subparts G and H; and (2) Part 171 of this chapter, subparts A and B. As an alternative to meeting the requirements of paragraphs (a) and (b) of this section, a vessel may demonstrate compliance with an appropriate standard set forth in 178.320 of this part for non-sailing vessels. Vessel recently installed new main propulsion engines, shafts, and reduction gears that were not a replacement in kind. This resulted in weight changes to the vessel and a change to the center of gravity of newly installed propulsion machinery. The vessels original stability letter was based off a sister vessel in 1976. The vessel has never undergone a stability test. Vessel must undergo a stability test to be witnessed by the Coast Guard to demonstrate satisfactory stability according to the applicable regulations for inspected small passenger vessels prior to carrying passengers.

The owner or managing operator shall make a vessel available for drydock examinations, internal structural examinations, and underwater surveys (UWILD) required by this section. A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. The vessel was undergoing repairs and not made available for a drydock and internal structural examination within the specified time frame. Once repairs are completed, the vessel shall undergo a drydock and internal structural examination prior to carrying passengers to the satisfaction of the attending Coast Guard marine inspector.

SSB radio inoperable. Vessels operated beyond...20nm...but not more than 100nm from the nearest land, must be equipped with a MF-DSC frequency transmitter...in addition to the VHF-DSC radiotelephone installation... Vessel uses SSB in place of MF due to available coverage within area. Repair/replace SSB radio.

Unable to show last update on electronic chart and paper charts are not up-to-date. As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts. Provide up-to-date charts.

Remove and replace port & starboard navigation lights that are not in compliance. 46 CFR 183.420

High water bilge alarm in lazarette was in operable and needs to be replaced.

10 Type I personal floatation devices were inoperable.

07 Waterlights were inoperable and needs to be replaced.

Medication within the first aid kit was expired and needs to be replaced.

Install and prove operation of an USCG approved electrically supervised engine compartment heat detection system, to the satisfaction of the attention USCG Marine Inspector.

Renew both engine fuel oil supply hoses, due to chaffing, prior to the carriage of passengers.

Provide current navigation pubs: USCG Light List, Coast Pilot, Tide & Current Tables.

Provide updated charts 18003. 18521, 18500.

Prove operation of engines during sea trials, prior to the carriage of passengers.

Conduct underway drills prior to the carriage of passengers.

Renew out of date items in the first aid kit prior to the carriage of passengers.

Provide current light list and coast pilot prior to the carriage of passengers.

Remove two 1/2" copper pipes passing between engine room bulkhead and storage compartment. LEGACY COMPONENT DESC: Bulkhead

Provide cover over battery charger terminals in way of A/C panel. LEGACY COMPONENT DESC: Battery Charger

Properly install a brace for the batteries in engine room. LEGACY COMPONENT DESC: Battery Installation

Post EAP hotline on board.

Obtain EAP (Employee Assistance Program) training for all employees.

PROVIDE DOCUMENTATION OF PROPER OPERATIONAL TEST OF MAIN ENGINES PRIOR TO CARRYING PASSENGERS FOR HIRE.

MAKE PERMANENT REPAIRS TO TWO SCREW HOLES IN TRANSOM, APPROXIMATELY .5 METERS ABOVE WATER LINE.

PROVIDE DOCUMENTATION OF PROPER OPERATIONAL TEST OF BILGE PUMP PRIOR TO CARRYING PASSENGERS FOR HIRE.

PROVIDE DOCUMENTATION OF PROPER OPERATIONAL TEST OF ALL ELECTRONIC EQUIPMENT PRIOR TO CARRYING PASSENGERS FOR HIRE.

PROVIDE PROOF OF RANDOM DRUG TESTING PROGRAM.

REPAIR LIFE FLOAT. HAS ONE LARGE HOLE ON SIDE.

SHOW PROOF OF VALID STABILITY LETTER.

SHOW PROOF THAT FUEL HOSE ASSEMBLY IS OF AN APPROVED TYPE-ELSE REPLACE.

VESSEL NEEDS ONE ADDITIONAL B-II HAND PORTABLE FIRE EXTINGUISHER FOR THE GALLEY IN ACCORDANCE WITHG 46 CFR TABLE 181.30-1(A).
