The function of the detection system shall be periodically tested to the satisfaction of the Administration by means of equipment producing hot air at the appropriate temperature, smoke or aerosol particulates having the approriate range of density, or particle size, or other phenomena associated with incipient fires to which the detector is designed to respond. Crew unable to properly test smoke detectors. Crew used electronics cleaning spray; vessel has requisition for proper smoke test spray from 10JAN2022 indicating crew has not conducted proper monthly testing in past 03 months. 74 SOLAS (97) II-2/13.1.3

All access openings in bulkheads at ends of enclosed superstructures shall be fitted with doors of steel or other equivalent material, permanently and strongly attached to the bulkhead, and framed, stiffened and fitted so that the whole structure is of equivalent strength to the un-pierced bulkhead and weathertight when closed. The means for securing these doors weathertight shall consist of gaskets and clamping devices or other equivalent means and shall be permanently attached to the bulkhead or to the doors themselves, and the doors shall be so arranged that they can be operated from both sides of the bulkhead. Watertight doors in emergency escape routes from steering gear room and engine room to aft deck showed daylight through gaskets when dogged down. ILLC 66 Ch II. Reg 12(1)

WHEN US COAST GUARD CONDUCTED A STEERING GEAR TEST THE RUDDER WOULD DRIFT ALL THE WAY STARBOARD WHILE NO ONE WAS TOUCHING THE WHEEL. THIS HAPPENED IN BOTH FOLLOW UP AND NON FOLLOW UP MODE. THE [name withheld] ADJUSTMENTS WHICH RESULTED IN NO CONTROL OF STEERING FROM THE BRIDGE. STEERING PUMP # 2 WAS ALSO HUNTING AND MAKING A LOUD GRINDING NOISE AFTER THESE ADJUSTMENTS WERE MADE.
