Any vessel of at least five net tons which engages in coastwise trade, must have a Certificate of Documentation. Provide proof of COD submittal once documentation center is operating.

The owner must provide satisfactory evidence of the required fire protection servicing to the marine inspector. The fixed CO2 system will expire in May.Provide record of fire servicing and install placard for operation of system.

The Master shall determine whether there is any evidence of alcohol use by individuals directly involved in a casualty. Provide 2 valid alcohol test strips.

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. Provide 2 lights.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts,ible; U.S. Coast Pilot or similar publication; Coast Guard Light List; Tide tables; and (5) Current tables, (b) Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication.

Where flexible nonmetallic hose is permitted for use, it must meet SAE J-1942 and the fittings must comply with SAE J-1475. Flexible hose may be installed in lengths of not more than 760 millimeters (30 inches).

A visual and audible alarm must be provided at the operating station to indicate a high-water level in a space with a through-hull fitting below the deepest load waterline, such a machinery space bilge. Repair and or replace the bilge high level alarm in the engine room and test to the satisfaction of attending CG Marine Inspector.

A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. Replace and or repaair light with approval number 16.010.

A vessel must comply with the applicable requirements of FCC which are at a minimum for this vessel a Radio Station license and radio safety certificate.

Port and STBD running lights required in accordance with 33 USC 1602 (rule 27). Repair both port and stbd running light and provide picture.

Exposed hazard, such as gears or rotating machinery, must be properly protected by a guard. Install protection on both propulsion engines to protect accidental contact with the rotating pulleys.

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Identified operator had replaced engines and removed a generator which resulted in a difference of weight estimated at 2366lbs. Demonstrate intact stability in accordance with 46 CFR 178.310 through a simplified stability test or alternate means such as an incline experiment to the satisfaction of an attending marine inspector.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] or alterations that affect the safety of the vessel include, but are not limited to: repair of hull planking. Repair or replacement, other than replacement in kind, of electrical wiring, fuel lines, steering, and propulsion and power supply systems. Identified operator had replaced engines and was installing exhaust and electrical components. Provide comprehensive detail of changes to vessel including make/model, horsepower, and weight of new and old engines. Provide details of the changes to exhaust, propellers, shaft, and electrical systems.

Identified railings along starboard bow were loose and missing fasteners. Install missing fasteners and repair railings.

Identified open wire/cable penetrations along forward machinery space bulkhead. Make watertight.

Provision must be made for closing all supply duct or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. Provide appropriate closure devices and make them readily available and mounted in the vicinity of the vent.

A vessel must comply with the applicable radio station license and installation certificates issued by the Federal Communications Commission, as set forth in 47 CFR part 80.

The required float free device (hydrostatic release unit) was expired.

Prior to carrying passengers repair the fuel oil valves. They are required to have positive closure.

Prior to carrying passengers install the liferaft.

A submersible electric bilge pump discharge line must have a positive shutoff valve is installed at the hull penetration. The discharge line from the submersible bilge pump in the mid-void does not have a positive shutoff valve installed.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Not all life jacket stowage containers are marked accordingly.

Ensure all vessel's crew is enrolled in USCG approved drug testing program prior to carrying passengers for hire.

Ensure vessel's master is properly licensed prior to carrying passenger for hire.

Ensure inflatable buoyant apparatus is installed properly prior to carrying passengers. Hydrostatic release was not onboard. Vessel representative had one on order.

Provide fixed CO2 system instructions.

Provide approved fire nozzle.

Ensure locations of child lifejackets are marked.

Provide complete first aid kit.

Ensure proper operation of starboard navigation light and vessel may only operate in periods of good visibility.

Provide plan for arresting deterioration of wood in engine and aft deck compartment.
