The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located. Reach rod was found inoperable. Make necessary repair. 46 CFR 182.455(b)(4)

An adult life jacket must be provided for each person carried on board a vessel. 05 Adult PFD were found wasted. Replace 05 adult PFD's, passenger count reduced by 05 until corrected. 46 CFR 182.455(b)(4)

At least one ring life buoy must be fitted with a lifeline. Lifeline was found dry-rotted and excessive in length. Replace with new. 46 CRR 180.70(c)(2)

Chemical testing of personnel must be conducted as required by this subpart in accordance with the procedures detailed in 46 CFR part 40. Current DAPI program was not provided nor list of current crew enrolled in random drug testing program. Make available to marine inspector. 46 CFR16.201

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative; The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. EPIRB registration was not on board nor were monthly tests recorded. Provide EPIRB registration and log monthly tests. 46 CFR 180.64 46 CFR 185.728(a),(c)

Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10. 01 Portable fire extinguisher was found wasted. Additionally all portable extinguishers are due for annual third party servicing this month. Replace 01 portable fire extinguisher. 46 CFR 176.810(b)(1)

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. MI observed wasted fuel line fittings on fuel tank supply and return. Replace fittings to the satisfaction of the attending marine inspector prior to the carriage of passengers. 46 CFR 182.100

At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil, trash, debris, or other matter that might create a fire hazard, clog bilge pumping systems, or block emergency escapes. Excessive oil and rags were observed in the Engine Room Bilge. Fuel was observed in the aft steering compartment bilge. Remove all oil and debris from bilges to the satisfaction of the attending marine inspector prior to carrying passengers. 46 CFR 182.100

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. MI observed corroded and missing fasteners on the emergency fuel cut off valve located in the aft steering compartment. Replace missing fastener, clean connection for inspection, and conduct operational test to the satisfaction of the attending marine inspector prior to carrying passengers. 46 CFR 182.455(b)(4)

Each ring life buoy on a vessel must: (1) Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150; (2) Be readily accessible; (3) Be stowed in a way that it can be rapidly cast loose; (4) Not be permanently secured in any way; and (5) If on a vessel on an oceans or coastwise route, be orange in color. (c) At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Each lifeline on a ring life buoy must: (1) Be buoyant; (2) Be of at least 18.3 meters (60 feet) in length; (3) Be non-kinking; (4) Have a diameter of at least 7.9 millimeters (5/16 inch); (5) Have a breaking strength of at least 5 kilonewtons (1,124 pounds); and (6) Be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. MI observed wasted life ring and light. Replace life ring, light, and ensure line is as required prior to carrying passenger. 46 CFR 180.70(b)(C)

Oceans, coastwise, limited coastwise, and Great Lakes routes. A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry— (1) Six hand red flare distress signals approved in accordance with § 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.121; and (2) Six hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. MI observed expired flares. Replace as required with exceptions considered to the satisfaction of the attending marine inspector. 46 CFR 180.68

The bilge suctions shall be fitted with suitable strainers having an open area not less than three times the area of the bilge pipe. Bilge suction in steering void was missing complete strainer, bilge suction in engine room had missing strainer screen, bilge suction in void below operating station was clogged with debris. Prove proper operation of installed bilge system. Replace and clean all bilge suction points as required to the satisfaction of the marine inspector. 46 CFR 182.25-5(b)

Mechanically propelled "S" vessels which are ferry vessels shall comply with the provisions of Sub-chapter F of this chapter.// Rigid non-metallic materials are acceptable for use in bilge piping systems. Nonmetallic flexible hose must be in accordance with SAE J1942 and may be installed only in vital and non-vital fresh and salt water systems. Engine room bilge discharge non-metallic hose is not approved type, replace with SEA J1942 or equivalent to the satisfaction of the marine inspector. 46 CFR 182.40 46 CFR 56.60-25(b)(1)

All vessels of 26 feet in length and over shall be provided with individual bilge lines and bilge suction for each watertight compartment. Bilge line that passes through engine room has rust and corrosion. Remove rust from bilge line in engine room and make ready for inspection. Conduct operational test of bilge system in the presence of marine inspector. 46 CFR 182.25-5

On or before March 11, 1999, and existing vessel must comply with the bilge high level alarm requirements in 46 CFR 182.530. On a vessel of at least 26 feet, a visual and audible alarm must be provided in machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space. The steering compartment bilge high level alarm was located approximately two feet above the bilge and outboard to starboard side. Relocate bilge high level alarm (float switch) to centerline bilge. 46 CFR 182.115(d) 46 CFR 182.530

"S" Vessels and all "S" ferry vessels less than 65 feet shall have onboard 1 fixed power pump and 1 portable hand pump. Vessel has electric submersible pump in luei of portable pump. The electric submersible pump is inoperable. Provide portable hand pump or replace electric submersible pump in aft steering compartment to the satisfaction of the attending marine inspector. 46 CFR 182.25-10(a)

Penetrations and openings in watertight bulkheads must have means to make them watertight. Engine room bulkhead penetration was not water tight. Make watertight to the satisfaction of the attending marine inspector. 46 CFR 117.13-1 46 CFR 171.114(a)(2)

Life buoy on board was 20". Provide 24" CG-approved life buoy.

Make port running light operable.

Provide 30 x 30 mesh flame screen for fuel vent.

Provide 03 adult life jackets.

Secure fire extinguisher to vessel with bracket.

Replace 01 fire extinguisher.

A hole was found on the port side bow adjacent to the reinforced roundbar bumper rail. The hole had some kind of soft repair such as 5200 on it and when inspectors discovered it and removed the soft patch, water poured out of the colision bulkhead compartment for approximately 20 minutes. A slug weld with a backing plate was allowed to be used until the next drydock where proper repairs can be made and the hull plate can be cropped and can be properly repaired.

Conduct repairs to damaged passenger canopy, railing, and windows prior to carrying passengers.
