A vessel must be provided with a main steering gear that is of adequate strength and capable of steering the vessel at all service speeds. STBD tiller arm that connects to rudder post and hydraulic ram was found wasted. Provide plan to MI to repair or replace tiller arm, plan shall be approved by MI prior to any work.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel operator reported a sheen emitting from the wet exhaust system overboard discharge. Operator secured STBD engine and returned to dock under the power of Port engine. STBD engine was believed to be leaking fuel into raw water cooling system by way of fuel heat exchanger. Repair/replace damaged components to prevent any future discharge of fuel or oil and conduct underway sea trial with attending Marine Inspector following repairs.
