Flexible nonmetallic hose may be used in non-vital water and pneumatic systems. Marine Inspector observed corroded hose end on saltwater system for toilet. Vessel to replace hose to satisfaction of Marine Inspector. 46 CFR 182.720(e)(2)

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Marine Inspector observed 120-volt outlet in engine room mounted by zip-tie. Vessel to properly mount outlet box and install cover to satisfaction of Marine Inspector. 46 CFR 183.200(b)

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. Marine Inspector observed metal support brackets in engine room with excessive corrosion. Vessel to replace to satisfaction of Marine Inspector prior to next credit dry-dock. 46 CFR 177.100

On a nonmetallic vessel, the enclosures and frames of electrical equipment must be bonded together to a common ground by a normally non-current carrying conductor. Marine Inspector observed grounding straps in center hold with excessive corrosion. Vessel to replace to satisfaction of Marine Inspector prior to next credit dry-dock. 46 CFR 183.372(a)

Each survival craft required on a vessel by this part must meet one of the following: For an inflatable buoyant apparatus—Approved under approval series 160.010 or other standard specified by the Commandant. 46 CFR 180.200(a)(3) Servicing. Inflatable buoyant apparatus must be serviced periodically at approved servicing facilities in accordance with the applicable requirements of §§ 160.151-35 through 160.151-57. Vessel’s IBA’s next service is due no later than 31MAY2024. Operator to provide documentation that IBA has been serviced by this date, or deficiency will be updated to prior to carriage of passengers. 46 CFR 160-010-3(c)

At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Each lifeline on a ring life buoy must be: buoyant, of at least 60 feet in length, non-kinking, a diameter of at least 5/16 inch, have a breaking strength of at least 1,124 pounds, and be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. Vessel’s life ring line was severely deteriorated. Operator replaced with new line. 46 CFR 180.70(c)

An adult life jacket must be provided for each person carried on board a vessel. Vessel was missing 03 life jackets. Operator brought 03 additional life jackets from home. 46 CFR 180.71(a)

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radio Beacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel has expired Communications Act Safety Radiotelephony Certificate. Vessel has expired Communications Act Safety Radiotelephony Certificate. Vessel to acquire new Communications Act Safety Radiotelephony Certificate to the satisfaction of the marine inspector. 46 CFR 184.502

Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. The 25 person life float was damaged where the grab lines attached to the float body. Repair or replace the 25 person life float. Any repairs must be in accordance with the manufactures instructions. Vessel is limited to carrying a total of 25 persons until Coast Guard approved survival craft appropriate for the route, and accommodating a total of 46 persons is placed aboard.

A submersible electric bilge pump discharge line must have a positive shutoff valve installed at the hull penetration. The submersible electric bilge pump discharge line for the starboard side engine room submersible electric bilge pump, did not have a positive shutoff valve installed in the discharge line at the hull penetration. Owner must install a positive shutoff valve in the discharge line of the submersible electric bilge pump at the hull penetration.

Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit is installed. Hydrostatic release for EPIRB is expired. Vessel limited to 3 nautical miles with passengers.

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens. The flame screen must consist of a single screen of corrosion resistant wire of at least 30 x 30 mesh. Flame screen for starboard fuel tank vent was holed.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: charts or large enough scale to make safe navigation possible. Charts onboard not currently updated.

The general construction of the vessel shall be such as to minimize fire hazards insofar as reasonable and practicable. Vapor barrier not provided for cables running from the engine room forward. Make bulkhead penetrations vapor tight to prevent vapors from spreading. 46 CFR 177.10-5

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. One adult life jacket stowed in the same compartment as the child life jackets. Either use a separator to distinguish between the two sizes or move the adult life jacket.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. Paper charts onboard are from 2013. Update charts with applicable corrections to area of operation or buy new charts.

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. Two alcohol testing strips were onboard, however, both expired in 2017. Provide current testing strips. 46 CFR 4.06-15

Each rescue boat and ring life buoy must be marked with Type II retroreflective material. Retroreflective material on the lifefloat was worn. Replace tape.

Make the following corrections to the lifefloats, IAW 46 CFR 180.137 and 46 CFR 180.175: (1) replace lifelines on lifefloats, (2) properly reattach paddles to lifefloats, (3) properly repair holes in lifefloats, (4) properly arrange lifefloats to be float-free.
