A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel was due for drydock examination on 31OCT24 and has yet to receive a drydock exam. 46CFR176.600(c)(1)

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets. MI observed 2 gallon fire buckets. 46 CFR 181.300

New installations of electrical equipment and material, and the repair or replacement of wire and cable, on an existing vessel, which are completed to the satisfaction of the cognizant Officer in Charge, Marine Inspection (OCMI) on or after Mach 11, 1996, must comply with this part. Electrical installation does not match plans submitted and approved. Unapproved blade automotive fuses found installed in fuse block labeled cartridge block on approved plans. Blade fuses were 20 amp fuses for bilge pumps and high water alarms. Plans state these are 15 amps for bilge pumps and 5 amps for high water alarm. Eaton series 187 thermal MRCB 30 amp breaker found installed prior to bilge pump fuse panel. This breaker is not an approved type and does not have a battery switch installed on the supply side on the approved drawing. The two 12V distribution panels in the drawing do not match the installation for distribution panel found at the starboard side of the operating station. The approved plans indicate a victron energy MULTIPLUS 2000VA 120V inverter charger is installed. MI found a ProNauticP Series installed which may be larger than 2KW output requiring additional ventilation and intrinsically safe fans. The high water alarm (auto pump) is listed at 8 amps on the load analysis and a 5 amp fuse is in the plans. Resubmit corrected electrical plans for approval. Contact MI to attend the vessel for verification of plans once installed in accordance with approved plans. 46 CFR 183.115(c)

Small passenger vessels must comply with the applicable requirements for any radio installation, including the requirements for a station license and installation certificates to be issued by the FCC as set forth in 47 CFR 80. Vessel that operates solely within 20 miles of land in Sea Area A1 must be equipped with a VHF installation that conforms with the performance standards in 47 CFR 80.1101, to include a valid MMSI number and digital selective calling (DSC). The VHF installations found onboard do not have a MMSI number programmed in them and the DSC feature cannot be activated without a valid MMSI number. 46 CFR 184.502

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. The life jacket number and identification is marked in black letters on a navy blue background making it difficult to identify. 46 CFR 185.604(f)

Each life jacket must be marked with Type I retro-reflective material approved in 46 CFR 164.018. (8) adult life jackets found with worn retro-reflective material. COI reduced to 22 total persons allowed until rectified. 46 CFR 185.604(h)

The owner or managing operator shall notify the cognizant OCMI as far in advance as possible whenever a vessel is to undergo repairs or alterations affecting the safety of the vessel, together with the nature of any repairs or alterations contemplated. Vessel owner started alterations the vessel's helm and operating station without notification to OCMI. - 46CFR176.665

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, including alterations affecting stability. The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations to the cognizant [name withheld] alterations must be approved by the OCMI before work is started. Vessel owner began work on alternations to vessel's helm and operating station prior to approval from OCMI. - 46CFR176.700

A vessel must comply with the applicable requirements for any radio installations, including the requirements for installation certificates issued by the FCC, as set forth in 47CFR Part 80. Vessel is missing safety telephony certificate and does not have GPS input to VHF radio. Reduce operations to within 1,000 ft from shore. 46CFR184.502

A vessel must carry a first-aid kit with contents listed in 46 CFR 160.041. Vessel is missing pain reliever. 46CFR184.710

Provide 02 adult type I lifejackets and reduce passenger count by 02 adults IAW 46 CFR 180.71

Vessel must carry adequate and up-to-date chart. 46CFR184.420

Emergency fuel shut-off inoperable. Demonstrate proper function to satisfaction of attending marine inspector IAW 46 CFR 182.455(b)(4)

COI and stability letter not posted. Post COI and stability letter IAW 46 CFR 176.302 and 176.306

Charts out of date. Procure new charts and keep 2 copies on board IAW 46 CFR 184.420.

Medical kit contains expired contents. Replace with new contents IAW 46 CFR 160.041-4

Demonstrate working bilge pump lights at the operators station for amid ships and the shaft log.

Install visual alarm (lights) for bilge high water system.

Make repairs to visual and audible alarms for the fixed fire system.

PROCEED DIRECTLY TO DRY DOCK FOR EXAMINATION. O/O missed his dry dock date of 23FEB06. He has been operating for 25 days past his dry dock due date.

Provide a new ring life buoy. The inside seam and outer seam has fallen off and the orange cover is pulling up.

Prove engine starts via the FFFE system while in "over-ride". Engine doesn't start when ther system is in the over-ride position.

Update all nautical publications. POC has old isses of publications.

Provide a correct call sign for vessel and provide the proper safety certificate. The issued FCC station licenses has a call sign of WDA7243, and the Safety Certificate that is issued locally has a call sign of WCV6275. The FCC station license is the correct sign.

Provide a hydrostatic release for EPIRB. Release expired last December.

Repair several blisters, one inch in diameter, on the starboard bow. Two of the blisters were soft, wet, and had penetrated the first layer of fiberglass. Owner hired the yard personnel to grind down the blisters and filled in with epoxy. Corrected prior to completion of the inspection.
