The chain used to connect the rescue boat was found with significant wastage and the rescue boat was improperly positioned in its davit causing it to list approximately 10 degrees to the outboard side. Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. Per SOLAS 74 (2020 Cons) Ch III Reg 31.2, cargo ships shall carry at least one rescue boat complying with the requirements of section 5.1 of the Code. A lifeboat may be accepted as a rescue boat, provided that it and its launching and recovery arrangements also comply with the requirements for a rescue boat.
MSU Saipan received notification from the master of the USNS Charlton stating that the rescue boat was damaged during a monthly lowering/operation drill. The master further clarified that the damage appears to be cosmetic as the FRP is fractured/holed under the sea painter retention hook, located on the bow. The rescue boat is operational and can be raised/lowered as per regulations. The damage does not impair the rescue boat's seaworthiness. The USNS Charlton intends to transit with the damaged rescue boat from Saipan to Korea for final repairs to be completed by an authorized repair company. Provide an ABS Class report to CG MSU Saipan and notify CG Activities Far East when repairs are completed to the satisfaction of the attending surveyor.

The design shall have regard to materials used in conjunction, the purpose for which the equipment is intended, the working conditions to which it will be subjected and the environmental conditions on board. Vessel crew reported that during a routine maintenance inspection of the stbd GT, erosion and blade damage were discovered on the stage 1 & 2 blade tips of the GT. Vessel is to limit the use of the stbd GT for emergency usage only until permanent repairs have been affected to the satisfaction of the attending ACP class surveyor or the CG Marine Inspector.
