Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. Steering pump number 2 does not allow the rudders to move back to amidship after being turned to port. Vessel is restricted from carrying passengers until steering control on both pumps operates as required verified by the attending Marine Inspector.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel has sustained bow and railing damage after an allision with Chicago Lock wall. Vessel may transit from Michigan Ave to Ogden Slip with crew only in order to further assess damage. Vessel is restricted from operations with passengers until assessment and repairs are conducted to the satisfaction of local OCMI.
