“At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of lifesaving equipment and systems, including the following: inspection of each inflatable liferaft, inflatable buoyant apparatus, and inflatable lifejacket to determine that it has been serviced as required by § 185.730 of this chapter.” IBA was not onboard at time of inspection due to being removed for servicing. Operator to provide evidence of annual service and proper reinstallation to the satisfaction of the Marine Inspector, prior to the carriage of passengers. 46 CFR 176.808 (a)(4)

“No marine employer may engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer.” Operator to provide evidence that deckhand is enrolled in a drug testing program to the satisfaction of the Marine Inspector, prior to the carriage of passengers. 46 CFR 16.210(a)

“A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry… six hand red flare distress signals approved in accordance with § 160.021… and six hand orange smoke distress signals approved in accordance with § 160.037 or other standard specified by the Commandant.” Operator using day/night combination distress signals but only had 9 of required 12. Operator to acquire 03 more distress signals to the satisfaction of the Marine Inspector, prior to the carriage of passengers. 46 CFR 180.68(a)

“A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions.” Multiple items in the first aid kit were expired. Operator to replace to the satisfaction of the Marine Inspector, within 14 days. 46 CFR 184.710

“A vessel must comply with the applicable requirements for any radio installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80.” Operator to provide copy of ship station license to the satisfaction of the Marine Inspector, within 30 days. 46 CFR 184.502

Each ring life buoy on a vessel must: be readily accessible, be stowed in a way that it can be rapidly cast loose, not be permanently secured in any way. Vessel has life buoy secured in a way that does not allow it to be rapidly cast loose. Operator to correct to the satisfaction of the marine inspector, prior to carriage of passengers. 46CFR180.70(b)

A vessel must carry one floating water light. Each floating water light on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 50 pounds and allow the water light to be quickly disconnected from the ring life buoy. Vessel does not have floating water light properly mounted or connected to ring buoy. Operator to correct to the satisfaction of the marine inspector, prior to carriage of passengers. 46CFR180.70(d)

Vessel did not have a log as required by 46 CFR 185.420 - crew training, 46 CFR 185.520 – abandon ship and man overboard drills, 46 CFR 185.524 – firefighting drills, 46 CFR 185.702 – maintenance of survival craft, 46 CFR 185.728 – EPIRB testing. Operator to provide evidence of existing log, or start new log, to the satisfaction of the marine inspector. 46CFR185.420

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel to acquire new Communications Act Radio Safety Telephony Certificate to the satisfaction of the marine inspector. 46CFR184.502

At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including the following: Inspection of fixed gas fire extinguishing system. Operational test of engine room Fireboy system was conducted with both main engines, but not generator, due to faulty starter on generator. Operator is restricted from using generator until satisfactory test of Fireboy is completed, demonstrating proper shutdown of running generator, to the satisfaction of the Marine Inspector. 46 CFR 176.810

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Excessive dripping observed from both main engine shaft seals while conducting underway inspection of engine room. Operator to repair, and conduct satisfactory underway test, to the satisfaction of the Marine Inspector. 46 CFR 182.200 (a)

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. To enhance protection of life and property it is mandatory that each 406.0–406.1 MHz EPIRB be registered with NOAA before installation and that information be kept up-to-date. Vessel has expired EPIRB NOAA registration. Vessel to renew registration and provide copy of renewed registration to the marine inspector.

Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit is installed. Vessel has hydrostatic release unit marked with an expiration date of more than two years after date the unit was installed. Vessel to mark the correct expiration date to the satisfaction of the marine inspector.

At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Each lifeline on a ring life buoy must: be buoyant. Vessel using non-buoyant lifeline. Vessel to replace lifeline with buoyant type to the satisfaction of the marine inspector.

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 2 1/2 gallon buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel only has 2 fire buckets. Vessel to acquire 3rd fire bucket to the satisfaction of the marine inspector.

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. Vessel has broken flame screens on both fuel tank vents. Vessel to replace flames screens to the satisfaction of the marine inspector.

An interconnected detection and alarm system must: be installed such that the actuation of alarm in one area results in both audible and visual alarms in all areas required by 46 CFR 181.405(c) to be protected by the interconnected detection and alarm system. Vessel has interconnected alarm system that does not function properly, such that the actuation of an alarm in one area does not actuate the alarms in other areas. Vessel is restricted to a limited coastwise route until vessel demonstrates proper functioning of the interconnected alarm system to the satisfaction of the marine inspector.

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03–2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. Vessel has expired alcohol testing devices. Vessel to replace alcohol testing devices to the satisfaction of the marine inspector.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Communications Act Radiotelephony Certificates may be obtained from the Commission's National Call Center—(888) 225–5322—or from its forms contractor. Vessel has expired Communications Act Safety Radiotelephony Certificate. Vessel to acquire new Communications Act Safety Radiotelephony Certificate to the satisfaction of the marine inspector.

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel does not have installed detectors in required spaces by 27Dec2022. Vessel has been limited to a Limited Coastwise route until detector installation has been verified by a Marine Inspector. 46 CFR 181.405(c)

Each vessel certificated to operate on an oceans route in cold water must either: Be provided with inflatable buoyant apparatus of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board; or Meet either the standards for collision bulkheads in §179.310 in this chapter or §171.085 in subchapter S of this chapter, and the standards for subdivision in §§179.220 and 179.320 of this chapter, or the standards for subdivision and damaged stability in §§171.070 through 171.073 and 171.080 in subchapter S of this chapter, as appropriate, and be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. The vessels liferaft was being serviced at the time of the inspection and was not availible for inspection. Vessel limited to operate as an un-inspected passenger vessel until the required life saving appliances are placed in service aboard the vessel.

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. The disposable hydrostatic release that allows the EPIRB to float free, is expired. Install a new un-expired hydrostatic release that allows float free operation of the EPIRB. Vessel limited to operate within three miles of the shoreline, or as an un-inspected passenger vessel until a new un-expired hydrostatic release is installed to allow float free operation of the EPIRB.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. The first aid kit contained several items that were expired. Provide new first aid kit, or replace expired items with new non expired items.

A power-driven vessel underway shall exhibit: A masthead light forward; A second masthead light abaft of and higher than the forward one; except that a vessel of less than 50 meters in length shall not be obliged to exhibit such light but may do so; Sidelights; and A sternlight. The vessels sidelights were not functioning. Provide functioning sidelights prior to operating in reduced visibility or at night.

A vessel not required to have a power driven fire pump by §181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. One of the required 2.5 gallon fire buckets was not onboard the vessel. Provide 01, 2.5 gallon fire bucket with lanyard to be kept ready for use aboard the vessel.

All cable and wire must, be installed with metal supports spaced not more than 610 millimeters (24 inches) apart, and in such a manner as to avoid chafing and other damage. The electrical wiring in the midships storage space was not supported as required. Provide metallic wire supports at least every 24" on all wire runs.

Digital Selective Calling was not functional.

Has 2 spots, one with fiberglass small crack next to keel and the other with fiber glass peeling off keel bottom.
