The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel self reported a failure on its starboard rudder resulting in a loss of steering. Vessel shall enact permanent repairs to the satisfaction of the Coast Guard. In no case shall the clearance between the bottom of the hand portable fire exstinguisher and the floor be less than 4in. MI noted that several fire extinguishers were mounted with the bases in contact with the deck plate under them. Repairs must be made to the satisfaction of the US Coast Guard. 46 CFR 175.600 (k) (1) NFPA 10 - 6.1.3.8.3

On a vessel of more than 19.8 meters (65 feet) in length, the public address system must be a fixed installation and be audible during normal operating conditions throughout the accommodation spaces and all other spaces normally manned by crew members. When asked to operate the public address system, the system was only operable on the weather decks of the vessel. Vessel shall repair the public address system to be operable throughout all accommodation spaces and spaces normally manned by the crew to the satisfaction of a Coast Guard Marine Inspector. Given 90 Days to rectify.

At each initial and subsequent inspection for certification of a vessel, the owner/operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: inspection and operation of all watertight closures in the hull, decks, and bulkheads including though hull fittings and sea valves. Marine Inspectors observed a build up of wasted aluminum on the bottom left corner of the doubler for the Port SSDG overboard exhaust system. The owner/operator shall crop out and renew the wasted metal until good metal is identified to the satisfaction of the US Coast Guard.

Each life jacket must be approved in accordance with subchapter Q. Life jackets were found to have retroreflective tape needing to be replaced, clips that were inoperable, and internal foam that had started to fail. All life jackets replaced on the spot.
