At least one ring life buoy must be fitted with a lifeline. Each ring life buoy with a floating waterlight must have a lanyard of at least 3 feet in length, but not more than 6 feet, securing the waterlight around the body of the ring life buoy. Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. Observed ring life buoy waterlight was not secured around body with a clip, and the lifeline was not in serviceable condition. Secure the waterlight around the body with a clip and replace the lifeline with serviceable replacement. (46 CFR 180.70)

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Capped thru hull penetration in mid ship void just aft of forward bulkhead/port of centerline has excess corrosion where the piping penetrates the hull that could subject the vessel to flooding if it further corrodes. Replace thru hull piping/cap to the satisfaction of attending Marine Inspector.
