Vessels operated beyond the 20 nautical mile limitation specified in paragraph (a)(1) of this section, but not more than 100 nautical miles from the nearest land, must be equipped with a MF-DSC frequency transmitter. Vessel is not equipped with a MF-DSC frequency transmitter. The vessel is limited to operating within 20 nautical miles from land until a MF-DSC frequency transmitter is installed. 46CFR184.502 47CFR80.905

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after such repairs or alternations are made. Repairs or alterations that affect the safety of the vessel include, but are not limited to: replacement, repair, or refastening of deck or hull planking, plating, and structural members; repair of plate or frame cracks; damage repair or replacement, other than replacement in kind, of electrical wiring, fuel lines, tanks, boilers and other pressure vessels, and steering, propulsion and power supply systems; alterations affecting stability; and repair or alteration of lifesaving, fire detecting, or fire extinguishing equipment. Vessel is required to conduct a stability test due to a swap of both the port and starboard engines and associated piping.

All machinery must be installed in such a manner as to afford adequate protection from causing personnel injury. The starboard engine has an exposed rotating belt. Rectify to the satisfaction of the attending marine inspector.

Vessels subject to part III of title III of the Communications Act that operate in the waters described in § 80.901 must, at a minimum, be equipped as follows: Vessels operated solely within 20 nautical miles of land must be equipped with a VHF–DSC radiotelephone installation 47 CFR 80.905

Fire Detection - Vessels described by 46 CFR 175.110 (c) must have an interconnected fire detection system in compliance with 46 CFR 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel has not installed the interconnected detection and alarm systems to meet the new regulations outlined in 181.450. Vessel will install and test to the satisfaction of the attending MI and the vessel will be limited to a route of limited coastwise. 46 CFR 181.405 (c)

Installation of diesel engine exhaust pipe shall be in accordance with 182.15-20 which states that exhaust piping shall be gas tight throughout its length. Exhaust leak observed on starboard main engine at the connection to the inboard manifold. (Cite: 46 CFR 182.20-20)

Suitable covers, guards, or rails shall be installed in way of all exposed or hazardous places such as gears, machinery, etc. Bilge pump and generator require guards on rotating attachments. (Cite: 46 CFR 177.35-15)

Small passenger vessels sailing more than 20 NM from shore must carry an MF radio. Vessel MF radio inoperative. Restricted to 20 NM from shore until repaired.

Lifeline and pendants. The lifeline and pendants must be as furnished by the manufacturer with the approved life float or buoyant apparatus. Replacement lifeline and pendants must meet the requirements in subpart 160.010 of this chapter. Vessel's Buoyant Apparatus lifeline straps have worn beyond intended use.

If subject to pressure of more than 150 psig, will be designed, fabricated and inspected in accordance with standard specified by commandant. Install/Rebuild open bridge helm pump to specified standard.
