A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. Battery found in waterlight was not correct type as per manufacturer's instructions. Replace with appropriate type battery.

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. First aid kit contained expired items.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: (a) Operation of the main propulsion machinery both ahead and astern. The throttle control for the main engines was inoperable, and were unable to get the vessel underway to conduct a man overboard drill.

Each item of lifesaving equipment determined by the marine inspector to be not in serviceable condition must be repaired or replaced. Inspection found the handgrab line around the ring lifebuoy broken.

A vessel on a lakes, bays, and sounds, and rivers routes must carry 6 hand red flare distress signals approved in accordance with 160.021. Inspection found 2 of 6 red hand flares expired.

Gauges to indicate engine RPM for all propulsion engines installed must be readily visible at the operating station. Inspection found the port main engine RPM gauge at the pilothouse was operating intermittently.

Electrical equipment on a vessel must be installed and maintained to protect passengers crew, other persons and the vessel from electrical hazards, including fire. Inspection found pilothouse electrical circuit overloaded with multiple multi-outlet strips daisy chained and electrical extension cords utilized to energize exterior deck lighting. Reduce the load on the electrical circuit to only what installed outlets allow and remove extension cords.

Any vessel of at least five net tons which engages in coastwise trade must have a Certificate of Documentation (COD) bearing a valid endorsement appropriate for the activity in which engaged. Prove to the Coast Guard marine inspector that vessel holds a valid Certificate of Documentation (COD).

A vessel to which Small Passenger Vessels regulations apply may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection (COI). COI issued on 20APR2021 is not valid due to Tropic Island Cruises Inc listed as the owner [name withheld] for Inspection CG-3752 upon new Certificate of Documentation (COD) issuance.

The owner or managing operator must provide satisfactory evidence of the required servicing‘s (Fire protection) to the marine inspector. Pre-engineered fixed gas fire extinguishing system annual service was conducted but service report did not indicate that the bottle was weighed. Provide documentation or prove to the attending Coast Guard marine inspector that bottle was weighed.

Conduct and log crew training and drills to include fire drill, man overboard drill, and abandon ship drill in accordance with 46CFR185.512, 185.520, and 185.524.

STBD side main engine jacket water temperature gauge in operating station is not working. Approved to the attending Coast Guard marine inspection that the gauge in the operating station is working.

A vessel must carry either a first aid kit approved under approval series 160.041 or a kit with an equivalent contents and instructions. First aid kit had expired aspirin. Prove to the attending Coast Guard marine inspector that no items in the first aid kit are expired.

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment. During inspection it was discovered that two ball valves on the suction side of the bilge pump were cracked. Prove proper operation of entire bilge system to the attending Coast Guard marine inspector.

The vessel must undergo an annual inspection within the 3 months before of after each anniversary date (14 MAR 2020). The vessels annual inspection is overdue. Prior to carrying passengers the vessel must complete an annual inspection to the satisfaction of an attending USCG Marine Inspector.

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of vessel is discovered the owner/operator shall make permanent repairs. During dry dock/internal structural examination inspection there were two areas of concern: First, The engine room starboard longitudinal bay bilge and side shell had severe corrosion areas. Ultra sonic testing revealed the suspect areas were wasted below the minimum allowance. Second, Space #5 aft centerline area (near hotwater tank) severe corrosion and pitting was found. Provide a repair proposal for both engine room and space #5 to the local OCMI for approval. All repairs shall be the same as original construction. All repairs shall be to the satisfaction of the attending USCG marine inspector prior to carrying passengers.

Address and arrest corrosion/scaling appearing in bow void compartment.

Life ring buoy on bow, port side is showing signs that outer coating/seal is beginning to fail.

Both port and starboard main diesel engine reduction gear lube oil cooler hoses are beginning to show signs of deterioration/chaffing.

Properly clean ship service generator windings.

011301310 - Number of passengers permitted on upper deck IAW stability letter was not marked in 1" letters at either stairwell. Crewmembers must notify all passengers of capacity limitations until markings are in place.

0707113 - Pressure gauge on fire pump appears broken/inadequate, repair or replace pressure gauge on fire pump.

11111118 - Boxes containing lifejackets was not labeled with sizes (adult/child) and number of PFDs. Re-stencil boxes with appropriate information.

It was discovered that the vessel was missing two (2) day/night hand red distress signals. Vessel was limited to daylight operations only.
