Vessel sank at the pier due to ingress of water through exhaust piping into the engine bay, flooding all of the vessel's propulsion machinery in the process and compromising the functionality of the engine. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. The vessel's corrosion-resistant clip was found to be too small to be opened and closed in a timely manner.
