PSCO observed missing SCBAs, portable fire ext., and EEBDs ashore during VGO cargo dishcarge and 2 bunker operations. Vessel SMS states spares to be provided during annual service to ensure safety of ship. SOLAS 74 (a) 2014 IX/3.1 ISM Code 5.1.1
