2550-Mainenance of ship and equipment-The company should clearly define and document the master's responsibility with regards to implementing the safety and environmental protection policy of the company. PSCO observed missing SCBAs, portable fire ext., and EEBDs ashore during VGO cargo dishcarge and 2 bunker operations. Vessel SMS states spares to be provided during annual service to ensure safety of ship. SOLAS 74 (a) 2014 IX/3.1 ISM Code 5.1.1
