The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: For fixed-gas fire extinguishing systems, the inspections and tests required by Table 176.810(b) of this section, in addition to the tests required by 46 CFR 147.60 and 147.65. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility may be required to perform the required inspections, maintenance procedures, and hydrostatic pressure tests. Provide service report for Fixed CO2 system and portable extinguishers.

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. The EPIRB hydrostatic release was expired.

A fire hose with a nozzle must be attached to each fire hydrant at all times. For fire hydrants located on open decks or cargo decks, where no protection is provided, hoses may be temporarily removed during heavy weather or cargo handling operations, respectively. Hoses so removed must be stored in nearby accessible locations. Replace fire hose.

The means used to attach the float-free link to the vessel must have a breaking strength of at least the breaking strength of the painter. Life floats were found fastened to the uppermost deck by means of the painter housing.

Each lifejacket must be approved under approval series in subparts 160.002, 160.005, 160.055, 160.115, 160.176, or 160.255, or other standard specified by the Commandant. MI found 7 life jackets that were either not approved for small passenger vessel service or damaged to the point of being unserviceable.

Each life float must be fitted with a lifeline, pendants, two paddles, a painter, and a light. All life float paddles were cracking and unserviceable.

Use of a Coast Guard type-approved AIS Class B device in lieu of an AIS Class A device is permissible on the following vessels if they are not subject to pilotage by other than the vessel Master or crew: Vessels identified in paragraph (b)(1)(i) of this section that are certificated to carry less than 150 passengers. Vessel does not have AIS, Owner/Operator instructed to install Class "B" AIS transponder.

The following spaces must be equipped with a fixed gas fire extinguishing system, in compliance with § 181.410, or other fixed fire extinguishing system specifically approved by the Commandant, except as otherwise allowed by paragraph (b) of this section: Discharge hose on CO2 has wasted fitting. Fitting to be replaced.

A collision bulkhead must not be fitted with any type of penetration or opening except penetrations may be made if they are located as high and as far inboard as practicable and they have a means to make them watertight. The collision bulkhead had two vent penetrations that were not watertight in way of the most outboard locations of both the port and starboard-most reaches of the bulkhead.46 CFR 179.310(a)(2)

No person may operate a vessel to which this part applies unless they have on board in hard copy or digital form a valid certificate of number or temporary certificate for that vessel issued by the issuing authority in the State in which the vessel is principally operated. The vessel does not have a valid certificate of number for the state of Florida. 33CFR173.21(a)(1)

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942. Hydraulic lines serving the anchor windlass were cracked. 46 CFR182.720(e)

Flexible nonmetallic hose must be complete with factory-assembled end fittings requiring no further adjustment of the fittings on the hose and must comply with SAE J-1475. Hose end fittings serving the hydraulic lines for the anchor windlass were unsuitably corroded.

The design of all exhaust systems must ensure minimum risk of injury to personnel. Protection must be provided at such locations where persons or equipment might come in contact with an exhaust pipe. The port side main engine exhaust lagging was missing.

Water for cooling the exhaust pipe, must be injected into the exhaust system as near to the engine manifold as practicable, and that water must pass through the entire length of the exhaust pipe. Center main engine lagging was leaking raw cooling water between its injection point and the exhaust terminus as evidenced by the accumulation of salt in the engine room below the exhaust pipe.

Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead. Bulkhead in lazarette to engine room has penetrations that need to be watertight.

A hatch exposed to the weather must be watertight. Forward hatch for collision bulkhead needs to be fully operational.

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942. Piping on port engine water pump to heat exchanger has a patch. Piping must be approved type or replaced in kind.

For fixed gas fire extinguishing system, The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. Vessel had a custom fixed co2 system that had not been serviced since March 2023. Service the fixed C02 system to the satisfaction of the attending marine inspector. 46CFR810(b)2

Fire hose shall have a nozzle that has a 1/2 inch solid stream Orifice or a combination nozzle. Vessel did not have a nozzle attached to fire hose. Install nozzle on the fire hose to the satisfaction of the attending marine inspector. 46CFR181.15-10(c)(1) (Old "T")

The minimum capacity of the power fire pump shall be 50 gallons per minute at a pressure not less than 60 pounds per square inch at the pump outlet. The pump outlet shall be fitted with a pressure gauge. Vessel did not have a pressure gauge installed. Install pressure gauge at the pump outlet to the satisfaction of the attending marine inspector. 46CFR182.520

A vessel must be fitted with ground tackle and mooring lines necessary for the vessel to be safely anchored or moored. Vessel did not have the anchor fitted to the vessel for use. Install anchor. 46CFR184.300

A bilge pipe piercing the collision bulkhead must be fitted with a screw-down valve located on the forward side of the collision bulkhead. Valve was not operable. Replace valve in forward compartment to the satisfaction of the attending marine inspector. 46CFR181.10-1c (Old "T")

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Vessel had 17 life jackets that needed retro reflective tape replaced and two life jackets were condemned. Repair the 17 life jackets and replace the two condemned life jackets. 46cfr176.808c

Unless normal use of the radiotelephone installation demonstrates that the equipment is in proper operating condition. VHF radio did not have the MSSI number programmed in. Install MSSI number. 47CFR80.931

Each small battery installation must be located in a well ventilated space and protected from falling objects. Install covers on batteries. 46CFR183.354(b)

Receptacle outlets of the type providing a grounded pole or a specific direct current polarity must be of a configuration that will not permit improper connection. Install outlet cover on Fwd Starboard bulkhead. 183.220(c)

Operator must secure each Type I or Type II device in a manner which prevents discharge of treated or untreated sewage. Blank off overboard discharge. 33CFR1597(b)

Double hose clamping is required where practicable in systems and application where flexible hoses are permitted to be clamped. Install double hose clamps. 46CFR182.410d(1)

Spaces containing propulsion machinery are required to to be equipped with a fire detection system. Heat detection system in engine room was no longer operable. 46 CFR 181.405 (disregard below)

All equipment including switches shall be of a type designed for the potential involved and so identified. The generator selector switches in the engine room require the knobs designed for properly turning switches. 46 CFR 183.10-20 (OLD T)

All machinery must be maintained in such a manner as to afford adequate protection against failure. Spring on the STBD engine shutoff assembly was being held by a zip tie and needs to be replaced with a new part. 46 CFR 182.01-5 (OLD T)

Each item of survival craft equipment must be of good quality and efficient for the purpose of its intended service. Grab lines on several life floats and the basket on one were deteriorated. 46 CFR 180.175

A life preserver shall not be appreciably deteriorated. 10 life jackets on the upper deck were found to be significantly deteriorated and must be replaced.

46 CFR 182.20-25 Sounding gage for independent fuel tanks were not of a heat resistant material and did not have a means to automatically close. Due prior to next credit dry dock.

46 CFR 183.05-20 Batteries do not have covers/ protection from objects falling on terminals.

46 CFR 177.35-15 Pullies on center and port side main engines do not have guards.

Life-floats were left detached from weak link after rep serviced. properly re-connect.

Water light for one of the life floats was not properly secured repair or replace light.

Replace battery and hydrostatic release prior to operating more than 3 miles from shore with passengers.
