The following basic principles underlie the regulations in this chapter are embodied in the regulations as appropriate, having regard to the type of ships and the potential fire hazards involved: containment and extinction of any fire in the space of origin. PSCO observed accumulation of oil in the bilge in way of the fly wheel and thermal oil underneath the settling tank.

The F/O purifier located next to the O.W.S has oil soaked lagging, the fuel filters for the #1 & #2 generator sets is covered in oil, and the lagging for the low pressure fuel supply line going to the fuel injection pump is soaked with oil.
