Except as otherwise allowed by this subpart, a vessel must comply with the structural design requirements of one of the standards listed below for the hull material of the vessel. Aluminum hull vessels:(1) Lloyd's Yachts and Small Craft; or(i) For a vessel of more than 30.5 meters (100 feet) in length: ABS Aluminum Vessel Rules (incorporated by reference, see 46 CFR 175.600); or(ii) For a vessel of not more than 30.5 meters (100 feet) in length: ABS Steel Vessel Rules (<61 Meters), with the appropriate conversions from the ABS Aluminum Vessel Rules; Vessel has pitting in the mid body interior section that exceeds 25% of scantling thickness. Submit repair proposal to seakinspections@uscg,mil and carry out repairs to satisfaction of attending marine inspector. 46 CFR 177.300

b) Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit is installed. Hydrostatic release for EPIRB had an expiration date of March 2023. Install new hydrostatic release.

(1) The pump is listed by an independent laboratory as meeting the requirements in UL 1113 (incorporated by reference; see 46 CFR 175.600). Bilge pumps do not meet UL rating requirement. Install bilge pumps meeting UL 1113 rating.

Individual power pumps used for separate spaces are to be controlled from a central control point and must have a light or other visual means at the control point to indicate operation. Vessel has four bilge pumps, but only three bilge pump indicator lights on console. During testing, no bilge pumps illuminated a light on the console. Ensure bilge pumps have an indicator light at the operating station and labeled to determine which pump has activated.

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel only had one 2 gallon bucket onboard. Ensure all fire buckets are 2.5 gallons, and a total of three 2.5 gallon fire buckets are onboard vessel.

(e) A sensor must be located above the expected bilge water level. Vapor detection sensor was not properly mounted. Properly mount vapor detection sensor.

(a) At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. MI discovered Type III life jackets given to passengers to wear while underway. COI states all persons must wear either a Coast Guard approved Type I personal floatation device or Type V anti-exposure suit of suitable size. Only one type of flotation device is required to be onboard at a time.

(a) At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment. Demonstrate proper operation of vessel fixed fire extinguishing agent to include operation of blower override.

Overpressure test: (GCD13INST/CGD17INST 16711.1A) Soap solution revealed leaking fill and pressure relief valves in bow chamber (#3), and starboard midship chamber pressure relief valve (#5). Repair/Replace defective valves and demonstrate to satisfaction of attending Marine Inspector.

A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. Vessel's floating water light battery was expired. Provide new battery for water light.

A hatch cover must have securing devices. The swimstep hatch cover did not have a securing device in place. Install securing device.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel's radio was not working as required. Repair/replace vessel's VHF radio pror to operation.

Prove company is enrolled in a Marine Consortium.

Vessel must conduct and log drills every month if reasonable , but at least once within a 3 month period before getting underway with passengers and log EPRIB testing.

Provide and post vessel’s stability letter

Replace Life jacket donning instructions on fwd seat

Remark all life jacket storage markings

Provide charts onboard

Conduct underway man overboard, fire and abandon ship drills with a CG Inspector prior to carrying passengers

Provide Alcohol testing equipment onboard for each crew member onboard

Vessel's flammable vapor detection system was inoperable. Prove proper operation of flammable vapor detection system to attending USCG Marine Inspector. Vessel may not carry passengers until deficiency is cleared.
