Each survival craft must be stowed so that when the vessel sinks the survival craft floats free and inflates automatically. The hydrostatic release for the IBA was installed incorrectly. The lashing straps securing the IBA to the bracket was not installed on the hydrostatic release; rendering the hydrostatic release inoperable. Install hydrostatic release properly. Owner rectified deficiency on the spot.
