Stairways and ladders shall be arranged to provide ready means of escape to the lifeboat and liferaft embarkation deck from all passenger and crew spaces and from spaces in which the crew is normally employed, other than machinery spaces. PSCO noticed corridor leading to escape route being blocked by caution tape and two trash receptacles, as well as FSD 391 blocked by trash recptacles leading to escape route.

Where the contents and use of a space are such that there is a doubt as to its classification for the purpose of this regulation, it shall be treated as a space having the most stringent boundary requirements. Vessel had stored combustibles in a category 10 - Auxiliary machinery spaces having little or no fire risk. Space was A/C room with many pallets and cardboard boxes. 74 SOLAS (14) 9.2.2.3.2.2
