All vessels shall be provided with bilge pumps in accordance with Table 182-10(a). The two required fixed power pumps shall be self priming and shall each be driven by different sources of power. Vessel was unable to provide evidence of a working bilge pump. Vessel's fire pump was unable to obtain suction when using the fire pump as a bilge pump.

Vessel did not have a Bridge-to-Bridge Certificate on board. Technician will be coming next week to inspection radio installation, once complete supply proof of inspection and certificate.

Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation meeting the requirements of § 80.1101(c)(2), except that a VHF radiotelephone installation without DSC capability is permitted until one year after the Coast Guard notifies the Commission that shore-based sea area A1 (see GMDSS Areas and Search and Rescue Areas. Navigation Center (uscg.gov)) coverage is established (see Rescue 21 Distress System Coverage | Navigation Center (uscg.gov)). Vessels in this category must not operate more than 20 nautical miles from land. Sea Area 1 was established on 20JAN2015, and the vessel's GPS is not on the emergency power circuit which causes the VHF's Digital Selective Calling (DSC) capability to be disabled when the vessel experiences a loss of power.
