#3 cargo pump did not shutdown when tested at manifolds, pumproom and cargo control room. Pump did shutdown locally. It was determined that the steam valve at the steam turbine was sticking open. Engineers lubricated the valve and was re-tested from all locations and witnessed operating properly.
