Each vessel that operates on the Great Lakes must have on board a EPIRB installed to float free. EPIRB hydrostatic release was expired. Replace to the satisfaction of CG Marine Inspector. 46 CFR 180.64

A vessel operating on the Great Lakes must carry six hand red and six hand orange smoke flares. Vessel only had 9 flares total. add three red or orange flares to the satisfaction of attending CG Marine Inspector. 46 CFR 180.64

02 jackets were damaged (cracked). Replace damaged jackets to the satisfaction of USCG Marine Inspector. Max passenger count reduced to 42

Both lifefloats have damage including cracks in float casing and damaged grablines. Repair lifefloats as per manufacturs instructions, or replace to the satisfaction of the CG Marine Inspector.

01 Lifefloat floating light has an expired battery. Replace with an approved battery to the satisfaction of attending CG MI. 46CFR185.726(d)

Electric bilge pump in lazarette is inoperable. Repair to the satisfaction of attending CG MI.

All lifejackets with lights utilizing "c" cell batteries have expired batteries, or batteries with no dates. Replace batteries to the satisfaction of CG MI.

Reflective tape on the vessels STBD side ring buoy was found deteriorated. Vessel owner operator should replace with new reflective tape. 46 CFR 180.70

Life floats on board a vessel are required to have a float free link connected to the end of the painter line. The length should be tagged indicating it is of proper strength and size for the life float configuration. Vessel owner operator should contact the life float manufacturer to receive new tags.

Each fire hose on a vessel which is of the garden type should be of good commercial grade. The commercial fire grade hose should have a minimal interior diameter of not less than 5/8". Vessel owner operator should replace the existing fire hose with one that meets the requirements of this cite. 46 CFR 181.320(C)

Strong and effective rudder stops must be provided to prevent jamming and damage to the rudder and its fittings. While hard over to port, vessel's steering gear does not make contact with rudder stop. Rectify issue and make effective to satisfaction of attending Marine Inspector.

A whistle/horn fitted in a vessel shall provide, in the direction of maximum intensity and at a distance of 1 meter from it, a sound pressure level in at least one 1 3 rd octave band within the range of frequencies 180-2100 Hz (±1%) for a vessel of less than 20 meters in length. Vessel's horn was found to be inoperable. Rectify issue and make effective to satisfaction of attending Marine Inspector and prior to the carriage of passengers.

Each life float must be fitted with two paddles. Each paddle must be of at least 1,220 millimeters (4 feet) in length, lashed to the life float to which it belongs and buoyant. Paddle was found wasted. Rectify issue and make effective to satisfaction of attending Marine Inspector and prior to the carriage of passengers.

The master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies that necessitate abandoning ship, the recovery of persons who have fallen overboard and responsibilities during a fire. 1. Each abandon ship drill must include: -Summoning the crew to report to assigned stations and prepare for assigned duties; -Checking that life jackets are correctly donned; 2. Each abandon ship drill must, as far as practicable, be conducted as if there were an actual emergency. 3. Each fire drill must include: -Summoning the crew to report to assigned stations and to prepare for and demonstrate assigned duties; and -Instruction in the use and location of fire alarms, extinguishers, and any other fire fighting equipment on board 4. Abandon ship. man overboard and fire fighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: (1) Date of the drill and training; and (2) General description of the drill scenario and training topics. All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from machinery failure and personnel injury. Correct excessive leaking from tail shaft to the satisfaction of attending marine inspector. As per a previous conversation, the vessel SOUTHWIND was to be pulled from the water at the end of its 2018 season to undergo repairs to its stbd shaft bearing. This repair will need to be attended by a Marine Inspector and operationally tested prior to the start of the 2019 season.

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. Main propulsion failed to start while underway and operating under vessel's COI. Casualty must be satisfactorily diagnosed and repaired prior to the carriage of passengers. Satisfactory repair must be witnessed by an attending Marine Inspector prior to the carriage of passengers.

A vessel must be provided with survival craft in accordance with table 180.200(c). Vessel's life float was found to be in non serviceable condition. Vessel must provide operational life float to the satisfaction of the marine inspector.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts. Vessel did not have up-to-date charts for intended voyage. Vessel must provide updated charts for intended voyage.

A vessel must carry a floating waterlight. Each floating waterlight must be approved in accordance with §161.010 in subchapter Q of 46 Code of Federal Regulations. 03 buoy light batteries were found not in compliance with manufacturer recommendations. Vessel must provide valid batteries as per manufacturer specifications for 03 waterlights.

As per vessels route, vessel is required a VHS radio. Maritime mobile service identities (MMSI)is an international system for the identification of radio stations in the maritime mobile service. This MMSI uniquely identifies ship stations. Provide proof that MMSI on station license coincides with current installed station.

Vessels on a Great Lakes route must carry six hand red flare distress signals approved in accordance with §160.021 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.121; and Six hand orange smoke (six additional hand red flares may be substituted) distress signals approved in accordance with §160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel only carried 11 flares. Provide additional flare to meet regulatory requirements.
