During the 2018 dry-dock/internal structural exam, a metal plate was found on the hull port side/aft in way of the keel. When removed, an improperly repaired through hull was discovered. There was 2 inch (approx) whole penetrating the hull utilizing a wood plug in the repair. In the work list issued on December 18, 2018, a repair plan was required before making a permanent proper repair. Your company made the repair without first submitting a repair plan for our review. The resin used in the repair was polyester and the original construction resin is unknown, which would require the use of epoxy due to potential secondary bonding issues. Either provide documentation attesting to original resin used in construction or make repair to the area using appropriate materials. If you decide to make a new repair, you are required to provide a detailed plan to this office prior to repair. This deficiency needs to be cleared prior to carrying passengers.
