Electrical installations on vessels shall be such that (i) services essential for safety will be maintained under various emergency conditions; and (ii) the safety of passengers, crew, and vessel from electrical hazards will be assured. Marine Inspector identified an electrical distribution panel in the pilothouse forward console with exposed openings along the top and bottom of the enclosure.
