11116 - Cargo ships shall carry one or more totally enclosed lifeboats complying with the code. Every lifeboat shall have two buoyant smoke signals. Both smoke signals in the free-fall lifeboat were expired. The vessel had two new smoke signals onboard to replace the expired ones.
