An operational compass which is luminous or provided with a totally enclosed lifeboat, the compass shall permanently be fitted at the steering position. Port lifeboat compass was inoperable when in the lifeboat.

Resolution: The magnetic compass onboard the lifeboat was found not to have been inoperable and that it was the ship's magnetism that was effecting the compass heading.
