SOLAS 74 (88) I/11; After any survey of the ship under regulations 7,8,9, or 10 has been completed, no change shall be made in the structural arrangements, machinery, equipment and other items covered by the survey, without the sanction of the administration. PSCO observed questionable repairs of cargo deck 06/main deck into steering gear room. It appears repairs were made by a combination of sealant on the top and bracing with bolts. While discharging heavy machinery, as cargo, PSCO noticed the overhead of sterring gear room flex as much as two inches. When questioned, crew could not provide class approval for the repairs.

Condition of the ship and its equipment must be maintained to ensure that vessel remains fit to proceed to sea without danger to the ship or persons onboard. Vessels main engine rendered inoperable due to a faulty start air valve on cylinder #8 and caused 6 bursting discs to burst.
