After any survey of the ship has been completed, no change shall be made in the structural arrangments, machinery equipment without the sanction of the adminstration. PSCO observed eleven areas of concern along the hydraulic oil lines on the cargo deck. The crew attempted to repair leaks along the lines by removing protective casing and making temporary repairs.
