In the inspection of hulls, boilers, and machinery of vessels, the standards established by the American Bureau of Shipping, see part 90, subpart 90.35 of this chapter, respecting material and inspection of hulls, boilers, and machinery, and the certificate of classification referring thereto, except where otherwise provided for by the rules and regulations in this subchapter, subchapter E (Load Lines), subchapter F (Marine Engineering), subchapter J (Electrical Engineering), and subchapter W (Lifesaving Appliances and Arrangements) of this chapter, shall be accepted as standard by the inspectors. MI observed the following deficiencies. - Center FWD rake, Frame 1 at third bottom longitudinal port from center, crack in frame. - Center FWD rake, Frame 2 at bottom longitudinals 1-3 port and 2 and 3 starboard from center, cracks in frame. - Port FWD rake, Missing 1 hatch bolt. - #1 Center Void, Half frame #7 Cracks in frame at each bottom longitudinal. - #1 Std Void, Half frame C and bulkhead 6 damage approximately 18"X20". - #1 Stbd Void, Frame 3C and frame 4 2'X2' damage at FWD end. - #2 Port Void, at second frame side longitudinal 2 and 3 at knee, side shell inset at seam, crop and renew. - #4 Center Void, Half frame #19 buckling between bottom longitudinal 7-10 starboard from center. - #6 Center Void, Frame 32 at Stbd bulkhead to vertical stiffener 32, 10' inset. - #6 Center Void, Frame 33 at Stbd bulkhead to vertical stiffener 32, 10' inset. - Stbd aft rake, corner bracket aft of frame 40c on the side shell is warped. - Port aft rake, aft of frame 39 on the side shell: Inset approximately 2"x3'. - Port aft rake, Between frames 39 and 40, Crack on the second side longitudinal from the top. - Port aft rake, Between frames 39 and 40, two areas of the web of the second side longitudinal,from the top was tripped both over approximately 1'. - Port aft rake, Aft of frame 40, Corner bracket between the side shell and vertical stiffener found warped. - Port aft rake, Aft of frame 40, Corner horizontal bracket between the transom and side shell was tripped over approximately 8". Provide repair proposal. Rectify by next drydock.

Each vessel subject to 46 CFR Subchapter I that operate in salt water must undergo two internal structural examinations within any five year period with no more than three years may elapse between any two examinations. Vessel has not had a Coast Guard internal structural examination since 15MAR2019, exceeding a three year period since the last internal structural examination. 46 CFR 91.40-3(a)

Replace hull plating and various welds in accordance with attached list.

PRIOR TO CARRIAGE OF OIL PROVIDE WRITTEN PROOF OF COAST GUARD APPROVED SOPEP IAW 33 CFR 151.

PRIOR TO CARRIAGE OF OIL OR HAZARDOUS MATERIAL PROVIDE WRITTEN PROOF OF VALID COFR IAW 33 CFR 138.

PROVIDE WRITTEN PROOF OF COAST GUARD APPROVED SOPEP IAW 33 CFR 151.
