Each window, port hole, and its means of attachment to the hull or deck house, must be capable of withstanding the maximum load from wave and wind conditions expected due to its location on the vessel and the authorized route of the vessel. O/O notified MI of 3 completely broken windows main deck forward from transit up from dry dock due to heavy swells/foul weather. Replace windows and make available for inspection to the attending marine inspector.

Each lighting fixture globe, lens, or diffuser must have a guard or be made of high strength material. MI observed Port side engine room light glass cover to be broken/missing. Replace glass cover and make available for inspection.

De-scale and apply coatings on the following areas: -Steering compartment: centerline bilge under sewage tank, port side chine/bottom plating, stbd side propeller tube, and under hatch/ladder. -Engine room compartment: stbd side ventilation box at chine bottom plating. -Fuel / AC void compartment: under AC unit, aft bilge suction, and port side sea chest. -Forepeak bottom plating along keel -Second void space from bow (as identified by MI) along keel and longitudinal's where water was leaking into the space and sitting.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. Letters and numbers must be at least 50 millimeters (2 inches) high. Life jackets stowed in the aft compartment on the second deck was missing required markings. Label stowage covering with life jackets and # inside.

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. Fire extinguisher on main deck near stairwell found not secured to bulkhead; properly mount extinguisher to bulkhead.

Life floats and buoyant apparatus must not be stowed in tiers more than 1,220 millimeters (4 feet) high. When stowed in tiers, the separate units must be kept apart by spacers. Life floats stacked in tiers of 2 were missing spacers; provide means to separate life floats when stacked in tiers.

Gauges to indicate engine revolutions per minute (RPM), jacket water discharge temperature, and lubricating oil pressure must be provided for all propulsion engines installed in the vessel. The gauges must be readily visible at the operating station. STBD main engine digital gauge and alarm panel was not functioning and operator unable to monitor RPM, jacket water temp and oil pressure. Repair/replace panel so required gauges are displayed and viewable to operator.

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). Vessels e than 65ft regardless of passenger count must have 02 fixed powered pumps capable of a minimum capacity rating of 50 gallons per minute. Each fixed power bilge pump must be self priming. It may be driven off the main engine or other source of power. It must be permanently connected to the bilge manifold and may also be connected to the fire main. Following a re-power of vessels main engines the second powered bilge pump was not installed to STBD engine due to manufacture limitations of sourcing required brackets. *Vessels route has been reduced to Newport Harbor, CA until second powered bilge pump is installed and operationally tested in the presence of attending Marine Inspector.

All wiring and cables shall be suitable for marine service and for the particular installation used. MI discovered chafed wires going to both port and stbd navigation lights. 46CFR183.10-20(a)

Junction boxes, connection boxes, and outlet boxes, for use in damp or wet locations shall be of watertight construction. MI discovered open junction box by starboard running light fixture. 46CFR183.10-20(k)

Each life jacket kept in a stowage container must be readily available. Child life jackets are not readily available.

Every vessel subject to part III of title III of the communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician. Vessel does not have a valid radio safety certificate. 47CFR80.903

The Bridge-to-Bridge radio telephone station will be inspected on vessels subject to regular inspections pursuant to the requirments of part II and III of title III of the communications act. Vessel does not have a valid FCC Bridge-to-Bridge radio certificate. 47CFR80.1005

Provide keeper chain for lazarette hatch cover.

Provide proposal for repair to wasted engine room ventilation on port side.

Make starboard side ventilation operational. Vent was stuck in closed position. Open vent and make ready for inspection.

Each lifering must be marked with Type II retroreflective material iaw 46CFR164.018. Lifering found to be missing required retroreflective material. Provide required retroreflective material on lifering.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date U.S. Coast Pilot and Light List. Vessel found to have outdated Coast Pilot and Light List from 2016. Provide updated Coast Pilot and Light List for 2019.

Prove the main deck fire nozzel is capable of being changed between a solid stream and a spray pattern.

Prove bilge suction from the vessel tank compartment space and prove operation of the installed check valve in the tank compartment space.

Attach a 60ft length of lifeline to at least one ring life buoy on board

Make repairs to the gouges in the lifefloats so that they are in good and serviceable condition.

Separate lifefloats with spacers when storing in tiers

Place name of vessel on each lifefloat paddle in clear legible writing.

Make permenant repairs to tears in lifefloat coating.

Provide proof of 3 oars for the lifefloats.

Provide proof of working bilge alarms in the engine room and tank room.

Provide proof of a Class D VHF DSC radio

Service or remove the fixed gas suppression system in Bow thruster space.

Replace holed fire hose.

Replace glass on the CO2 pull station.

Provide new charts.

Replace 01 light on life float.

Replace flexible hose for STBD engine water pump.

Post Emergency Broadcast Placard at operating station.

Provide FCC Radio Safety Certificate.

Install chain/wire on steering hatch.

Make fuel shut off placard visible.

CO2 bottles in the engine room are out of hyrdo date. Remove and hydro.

Provide annual servicing reports for fixed firefighting systems in E/R and bow thruster room.

Provide (6) red hand flares and (2) orange day smokes to replace expired flares/smokes.

Royal Princess was several months overdue for an annual inspection; Their COI date was 9 Feb 2001, and their annual inspection was due no later than 9 May 2002.

Cannot determine if fuel tank vents have 30x30 fire retardant mesh. Fuel tank vent caps were of a mushroom type, and I could not see any mesh. Show that mesh is present, or install mesh.

Replace both ruptured fire hoses, prior to carrying passenger. During course of inspection, both fire hoses ruptured/leaked excessively. Had owner cut fittings off both ends and removed them from service. Upon inspection, the rubber lining had rotted away.

Fuel hose for bow thruster supply and return is rated as SAE J30R. Show that hose meets SAE J1570 or SAE J1942, or replace. Hoses are both in lengths less than 30 inches. LEGACY COMPONENT DESC: Hose

Vessel had installed a PVC ball valve into the fuel piping system as part of their installation of the Algaesep fuel filtration system. Required vessel to replace PVC valve with a suitable metallic valve.

Provide proper operation of engine shutdowns on pre-engineered fire system in bow thruster space; Until cleared, bow thruster cannot be used. LEGACY COMPONENT DESC: Operating Controls

Fuel polishing system can not be used until it is brought into compliance with the regs fuel piping and connections must comply with 46 CFR 182.455 & 182.750(e). Electrical system must comply with 46 CFR 183. Prior to installing changes provide a single-line diagram.

Provide a waterlight for each individual lifefloat, per 46 CFR 180.175(d). LEGACY COMPONENT DESC: Lights
