0610-Each survival craft shall be stowed in a state of continuous readiness so that two crew members can carry out preparations for embarkation and launching in less than 5 min. While observing the port side lifeboat being lowered to the embarkation deck the PSCO observed the aft davit release hook did not release thus preventing the abilty to lower the lifeboat.
