The International Load Line Certificate(1966) shall not be delivered to the ship until the officer or surveyor acting under the provisions of article 13 of the present convention has certified that the marks are correctly and permanently indicated on the ships sides. PSCO's observed Load Line marks does not match International Load Line Certificate on the vessel's starboard side. ICLL(66) 1/9.
