"All vessels must have navigation lights." Vessel's stern light was inoperable. Ensure light is operable. 46 CFR 183.420

"A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions..." Vessel had expired medicine in first-aid kit. Ensure vessel has adequate first-aid kit with satisfactory contents. 46 CFR 184.710

At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Each lifeline on a ring life buoy must: (1) Be buoyant; (2) Be of at least 18.3 meters (60 feet) in length; (3) Be non-kinking; (4) Have a diameter of at least 7.9 millimeters (5/16 inch); (5) Have a breaking strength of at least 5 kilonewtons (1,124 pounds); and (6) Be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light. Lifeline fitted to vessels ring life buoy is less than 60 feet. Vessel shall replace with proper lifeline.

While performing inspection of the steering gear, a grounding wire was found broken off of the rudder post. Vessel replaced connection on the spot. This deficiency has been resolved.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: a) Operation of the main propulsion machinery both ahead and astern; (b) Operational test and inspection of engine control mechanisms including primary and alternate means of starting machinery. Prior to carriage of passengers conduct satisfactory propulsion and pre-engineered fire system engine shut off tests. 46 CFR 176.804

At each initial and subsequent inspection for certification, the marine inspector may require that an abandon ship or man overboard drill be held under simulated emergency conditions specified by the inspector. Conduct man overboard recovery drill with minimum required manning prior to carriage of passengers. 46 CFR 176.808

Vessel failed testing of the pre-engineered fire extinguishing sytem. Service equipment and provide proof of proper operation of pre-engineered fire extinguishing system.

Owner/Operator failed to submit stability certification compliance by 01DEC11. Issued CG-835 reducing maximum persons allowed to 16 based on the assumed average weight per person of 185 pounds and in accordance with 46 CFR 178.320 amended by FR vol. 75, No. 239, USCG-2007-0030. Reduction will remain in effect until Owner/Operator submits stability certification compliance to Coast Guard.
