A water-spray system of sufficient capacity shall be provided to blanket effectively the area surrounding the loading manifold, the exposed deck piping associated with product handling, and the tank domes.
PSCO observed water-spray system on deck not sufficiently covering tank 3P. Tank 3P is certificated to carry propylene oxides per vessel's International Certificate of Fitness.

Resolution: Modification made to water spray system, Class statements uploaded into documents.
PSCO observed that the "Overfill Alarm" for the #8 Port Tank gave neither an audible nor visual alarm when tested on the open deck. PSCO also observed in the cargo control room a red flashing light indicating that the #8 Port Tank was filled in excess of 98% even though the actual ullage of that tank was less than 95%. To be corrected prior to loading cargo in the #8 Port Tank. 46 CFR 153.408(e).
