PSCO observed that STBD lifeboat/rescue boat was unable to start either in parallel or using battery No. 1 without first starting the engine on battery No. 2, indicating battery No. 1 does not hold charge. Engine was unable to start on battery No. 2 until crew manipulated the engine belt.97SOLAS III/41.6.2

1745- 15ppm alarm arangements- A ship is subject to control when there are clear grounds for believing crew is not familiar with essential shipboard procedures relating to prevention of pollution by oil. C/E stated OWS 15ppm alarm and shutdown could only be tested by blocking sensor, but tech report from servicing says to test using water/oil mixture. Request clarification from class.MARPOL I/11
