Cables PDS-1500a on the hull deck and CBA-8050 on the production deck had damaged sheathing which exposed the internals of the cable. Make repairs IAW the standard used during installation.

Marine Inspectors observed no dedicated davit for USCG approveed rescue boat. OIM stated rescue boat is launched/recovered by either crane on board facility. However, during man overboard drill, crew was in "stand by" status near the crane, the total time to launch/recover was more than 15 minutes (17 min). In addition, during the drill, marine inspectors observed an unsafe condition while crew tried recovering rescue boat. Crew member nearly thrown overboard while trying to connect rescue boat to crane in minimal sea state. Shortest possible time requirements cannot be met after normal working hours due to crane inactivity. Provide plan to USCG to meet the minimum time requirements for launching/recovering man overboard.
