46 CFR 180.70(b) - Each ring life buoy on a vessel must:(1) Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. The life ring on board the vessel is not Coast Guard approved.

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Communications Act Radiotelephony Certificates may be obtained from the Commission's National Call Center - [phone withheld] - or from its forms contractor. The vessel did not have an updated Safety Radio Certificate. 47 CFR 80.903

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. The bracket for the portable fire extinguisher in the port side accommodation space was broken. 46 CFR 181.520

A vessel must comply with the applicable requirements for any radio installations, including the requirements for a station license and intallation certificates to be issued by the FCC. Vessel need to update FCC certificates to reflect new owner. 46 CFR 184.502

Each floating waterlight must be approved IAW 161.010 in subchapter Q of this chapter. Waterlight batteries on life float were expired. 46 CFR 180.175

A vessel must be provided with an auxiliary means of steering. A suitable hand tiller may be acceptable as the auxiliary means of steering where satisfactory to the cognizant OCMI. Vessel needs to extent tiller handle to be safe and operable from operating station or provide a deckhand during all operations. 46 CFR 182.620(b)

Inspection and operatoin of all watertight closures in the hull, decks and bulkheads including through hull fittings and sea valves. Vessel rudder packing needs to be tightened or replaced. 46 CFR 176.802(a)(2)

Vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Due to your vessels current operational status, your vessel failed to meet the 3-month window requirement to complete your Annual Inspection. Complete required Annual Inspection prior to the carriage of passengers.

Did not have logs of drills and training onboard vsl.
