The vessel's main steering gear and it's components must give full follow up control of the rudder. Vessel was unable to demonstrate satisfactory full follow up control of the rudder as rudder angle position had 5 degrees of variance with position of full follow up control lever in the pilot house. Ensure full follow up control steering is operating properly.

Means shall be provided for closing all other openings to the space provided from outside such space. Bulkhead opening for shore tie system was unable to be closed from outside the space in the event of deployment of halon system. Ensure means are provided to close the opening.

Each cargo vessel must carry the number of lifebuoys as prescribed in table 46 CFR 199.271 of this section. The DELRIVER is required to have 08 lifebuoys and one lifebuoy was not in satisfactory condition. Replace lifebuoy with an approved typed lifebuoy in accordance with 46 CFR 160.150.

(a) At each inspection for certification and periodic inspection the marine inspector shall conduct such tests and inspections of the main propulsion and auxiliary machinery and of its associated equipment, including the fluid control systems, as he feels necessary to check safe operation. While witnessing main propulsion test MI found ahead and astern gauges indicator fault. Repair to satisfaction of attending MI.

"it shall be the responsibility of the master to assure himself that all exposed cargo hatches and other openings in the hull of his vessel are closed, made properly watertight by the use of tarpaulins, gaskets or similar devices, and in all respects properly secured for sea before leaving protected waters." MI found bow deck watertight hatches securing lanyard not attached to watertight hatches. Attached securing lanyard to watertight hatches to the satisfaction of attending MI.

(3) A mechanical means of closing each drain and scupper in the container or enclosed deck area required by this section. MI found no mechanical devises at the moment of the inspection. Provide mechanical devises to the satisfaction of attending MI.

(1) Each fixture in the weather or in a location exposed to splashing water must be watertight. Each fixture in a damp or wet location must at least be dripproof. While inspecting the vessel MI found water inside two light fixtures. Repair to satisfaction of attending MI.

Engines have heater type hose that is hose clamped. Replace hoses with SAE J-1942 rated hose fitted with factory SAE J1475 fittings. 46 CFR §56.60-25

Both engine room exits leading to the weather deck are fitted with padlocks on the exterior. Propose alternate arrangement that would allow for a person egressing vessel to open door from inside if locked. 46 CFR 92.10-20

Engine exhaust lagging was found loose and not secure. Secure lagging. 46 CFR 56.50-1

Steering failure alarm does not annunciate in wheelhouse. Troubleshoot, repair and provide findings. 46 CFR §58.25-25.

Multiple light fixtures in the machinery spaces had damaged lenses. Replace in kind. 46 CFR 111.01-1

Extension cords are in permanent service throughout the machinery spaces. Evaluate installations, eliminate unnecessary cords and provide proposal for relocation or installation of additional receptacles as needed.

At least two life ring buoys on the vessel must be fitted with a self activating smoke signal approved under 160.157. Life buoys fitted with smoke signals must also be fitted with lights. 46 CFR 199.70(3)(iii)

Vessel's Load Line Certificate is expired due to lack of required annual survey from issuing authority (ABS) for 2019. A new Load Line Certificate will be required prior to issuance of COI permitting the vessel to sail seaward of the boundary line.

Vessel's liquid cargo hoses have not been tested to 150% of their MAWP in more than 5 years. MAWP is 150 psi; complete hydrostatic test of all hoses to 225 psi and document the results of this test in the ship's records. (Request you please let me know which date this will occur for training/observation purposes).

No original copy of FCC Station License onboard and photocopy of original is obscured in portion. Provide original copy of FCC Station License prior to issuance of COI.

15 of the 41 life jackets onboard are not equipped with marker lights. Equip these 15 life jackets with marker lights prior to issuance of COI that will permit up to 40 persons onboard.

Electrical panels and watertight doors were painted over, re-label as before.

Fans in the engine room were found without protective covers, install protective covers.

Wiring was reversed for the forward and aft bilge alarms in the engine room, causing an alarm in the opposite location. Reverse the wiring as directed by the CGMI.

Glass on fire pump pressure gauge located on the thruster motor was broken; replace with calibrated gauge.

1). All ocean vessels using electricity for ship's service power or light shall be provided with at least two ship's service generating sets. The capacity of the generating sets shall be sufficient to carry the necessary sea load under normal operation with any one generating set in reserve. The vessel's superintendent has reported that the ship's starboard service generator is inoperable due to damaged components in the armature end. Effect proper repairs to the damaged generator to the satisfaction of an attending CG Marine Inspector, including technician's diagnosis & recommended repair prescription(s). Alternatively, provide a proposal for replacing the generator to USCG MSD Lewes for approval. PRIOR TO SAILING. 46 CFR 111.10-1(b)(1) [OLD J].

Fixed Halon System shall be weight tested and weight change shall not exceed 5% of weight. During weight test of vessel's only cylinder consisting of Halon, CG found that weight change exceeded 5%. Vessel shall overhaul fixed Halon system at next available drydock to the satisfaction of attending CG MI.

New installation of refrigerator, however electrical wiring was improper with the use of extension cord with breaker bar, vice proper wiring to fixed receptacle.

The nontank VRP Interim Operating Authorization expired 7/29/07. The owner/operator has failed to verify the status of the vessel and/or recertify that response resources are capable of responding to the maximum extent practicable, to a worst case discharge. 33U.S.C.1321(j)(5)(D)(iii)-The NTVRP does not identify a classified oil spill removal organization (OSRO) for all intended COTP zones

Properly install main fire main pressure to vessel automation system.

Properly install main fire pressure gauge located on the bridge.

Properly provide updated vessel automation system plan to include main fire main pressure.

Pressure test hose IAW 33 CFR requirements for oil transfer hose.

Pressure test hose to 100 PSI.

Conduct annual examination, and weighing, of 5 extinguishers not inspected within the last year.

Provided required day shapes.

Calibrate the following Main Engine sensors; Port and stbd Main Engine Shaft tachometers, Port main engine tachometer, stbd main engine fuel and oil pressure sensor.

Replace the stbd main engine fuel and lube oil gauges and calibrate sensors.

Provide a forced ventilation cooling fan with two sources of power for the engine room automation computer and monitor water tight enclosure. The cooling fan installation and design will be such as to allow the front water tight enclosure cover to be kept closed at all times without the computer system overheating.

Install an Automatic Identification System (AIS) on the vessel.

Repair sound powered phones in the galley.

Cover all exposed holes and openings on the face of the electical switchboard.

Demonstrate proper operation of the oily water separator

Pump out and clean the excessive oil accumulation from the engine room bilges.

Remove the hose clamps, fabricate an arm and securely pin the rudder transducer pot to the steering mechanism.

Update all outdated medical supplies and inventory the first aid kit for all needed items.

Renew the lifeline on the stbd bridge wing ring buoy

Provide two additional type 1 personal floatation devices in accordance with the total amount listed on the vessel COI.

Demonstrate proper operation and provide a servicing report for all the fixed fire systems onboard the vessel.

Provide one 9 GHz radar transponder for the survival craft in and one Navtex reciever accordance with 47 CFR 80.1065 (b)(2).

Provide an FCC Bridge to Bridge radio operations permit.

Provide an engine room fan shut-down switch to secure all ventilation when the Halon system is energized.
