The Administration may require that all reasonable and practicable measures shall be taken to limit the entry and spread of water above the bulkhead deck. The PSCO found that 4 of 10 semi-watertight doors had the door securing handle in the closed position when the doors were open and on the magnetic hold back. If the doors are automatically released and there is water pressure holding the doors closed the door's securing devices would not to be engaged to make the doors semi-watertight. Fire doors in main vertical zone bulkhead and stairway enclosures shall satisfy the following requirements: A door designed to re-open upon contacting an object in its path shall re-open sufficiently to allow a clear passage of at least 0.75m but not more that 1m. A Class divisions are those divisions formed by bulkheads and decks that shall be constructed of steel or other equivalent material. Crew gym located on deck three has multiple pentrations on the deck.

Above the bulkhead deck, there shall be at lest two means of escape from each main vertical zone. The primary escape route in the head chef's office located on deck 5 MVZ 1 is not clearly marked on the fire control plan.
