Each life jacket must be marked with type 1 retroreflective material. MI found 04 lifejackets with wasted retroreflective material. Replace to MI satisfaction. 46 CFR 185.604(h)

At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil.. MI discovered excessive oil in the engine room bilge. Clean to MI satisfaction. 46 CFR 176.830(b)

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its certificate of inspection giving consideration to provisions for a seaworthy hull. MI discovered signs of decayted wood in lazarette on stbd stern weatherdeck. Provide repair plan and effect repairs to MI satisfaction. 46 CFR 177.100

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections if the hull structure including the following, inspection of accessible parts of the exterior and interior hull. The vessel has an abnormal leak in the underwater body in way of the aft most transverse frame supporting the hull planking behind the port rudder post. Submit a repair proposal to the satisfaction of the Marine Inspector. Complete permanent repair prior to 2025 operating season. 46 CFR 176.802(a)(1)

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including operation of the main propulsion machinery. Vessel’s stbd me wet exhaust was found to be leaking. 46 CFR 176.804

Each hatch exposed to the weather must be watertight. Vessel’s laz hatch is not fully watertight. 46 CFR 179.360(a)

Connections must be made to battery terminals with permanent type connectors. Spring clips or other temporary type clamps are prohibited. Wing nuts found on battery terminals on both the Port/stbd batteries in the engine room. 46 CFR 183.350(d)

Each window, port hole, and its means of attachment to the hull or deck house, must be capable of withstanding the maximum load from wave and wind conditions expected due to its location on the vessel and the authorized route of the vessel. Aft port hole's/windows of the main seating area found with no covering. 46 CFR 177.1020

Main steering gear must be of adequate strength. One mounting bolt of steering gear was loose and missing hardware causing movement when operating. Owner shall replace and tighten mounting bolt. 46 CFR 182.610(a)(1)

An exposed hazard, such as gears on rotating machinery must be properly protected by a cover, guard, or rail. Vessels STBD engine was missing a machinery guard over the inboard pulley. Vessel shall install guard for safety of crew. 46 CFR 177.960

The master shall conduct sufficient drills and give sufficient instructions during emergencies that necessitate abandon ship or recovery of persons who have fallen overboard. Owner did not want to get underway due to high wind advisory. Vessel shall provide satisfactory man overboard drill to the satisfaction of the attending marine inspector.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Dead end wires in tank space. Remove dead end wires. 46 CFR 183.200(b)

On a vessel of at least 26 feet (7.9 meters) in length, a visual and audible alarm must be provided at the operating station to indicate a highwater level in each of the following unmanned spaces: A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from the sea water piping within the space. High water alarm was inoperable in the engine room.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible; U.S. Coast Pilot or similar publication; Coast Guard Light List, tide tables and current tables. Vessles chart was out of date and missing several navigation publications. Update required navigation publications. 46 CFR 184.420 (a)

A vessel must carry either a first aid kiet approved under approval series 160.041 or a kit with equivalent contents and instructions. Aspirin in the kit was expired. Replace aspirin in vessels first aid kit. 46 CFR 184.710

46 CFR 176.25-5 - At each initial and subsequent inspection the marine inspector shall examine all accessible part of the hull. Sections of the lining or ceiling may be removed or the parts otherwise probed or exposed so that the marine inspector may be satisfied to the condition of the hull structure. Wood rot witnessed along internal of vessel transom and along port beams within engine room. Vessel must have all wood rot removed and effected areas repaired at next dry dock in November 2019.

Replace life float pendants IAW 46CFR160.010-4(g).

Replace bilge water high level audible alarm.

Clean port & stbd fuel strainer for main engines.

Complete first aid kit.

Properly secure stern access hatch.

Either make the bilges/deck hatches watertight or complete new stability test (as an open boat) prior to the AY19 operating season.

Provide 2 BII and 1 BI fire extinguishers as per COI.

Provide 3 fire buckets properly labeled on board.
