Shutoff valves, installed so as to close against the fuel flow must be manually operable from outside the compartment in which the valve is located. The shutoff valves could not be closed during testing without the retrieval of a wrench from another space. Temporary solution was provided by leaving a wrench at each of the two valve shutoff locations. Conduct permanent repairs to the satisfaction of the attending marine inspector.
