The operator must secure each Type III device in a manner which prevents discharge of sewage through an acceptable methods of securing the device. The macerator pump does not comply with Type II MSD requirements and MSD is therefore considered Type III. Although the current installation of the pump preclude the vessel from discharging the effluent on the side without turning the pump "on", Environmental Protection Agency requires that all valve leading to an overboard discharge was secured. During the inspection, the discharge valve was left in the "open" position. Note that in order to access the valve, one must open the hatch located at the operator station first. Below are acceptable methods of securing the device: (1) Closing each valve leading to an overboard discharge and removing the handle; (2) Padlocking each valve leading to an overboard discharge in the closed position; or (3) Using a non-releasable wire-tie to hold each valve leading to an overboard discharge in the closed position.
