The forward Collision Bulkhead is not watertight due to a 1 inch diameter drain hole at the lowest point penetrating the Collision Bulkhead rendering the watertight bulkhead ineffective. Permanent repairs need to be made to replace the 'drain plug' currently in place, propose plan to marine inspectors with-in 30 days.
